The United Nations has released a much-anticipated report by the Secretary General's Panel of Experts on the accountability in the final stages of the war.
In a statement released with the report, a spokesperson for the Secretary General, Mr. Ban Ki-moon, said that decision to release the report was made "matter of transparency and in the broader public interest".
